Turn repo docs into a local wiki

Turn the documentation in this repository into a small wiki I can open locally. Read the README and docs first. Group the pages around what readers come here to do. Build a home page and sidebar with relative links. Keep the original files intact, link each page back to its source, and flag conflicting instructions. Use the existing docs tooling if it fits. Otherwise, generate plain HTML. Check the internal links, then give me one command to open or serve the wiki.
